Libby Nieland began her election administrator's career in 1992 as a temporary worker scanning signatures into the Cowlitz County election management system. She scanned so well that she advanced to Elections Deputy, and later to Elections Supervisor.  After 13 years, three Presidential Elections, and a complete overhaul of election laws, she joined the Secretary of State’s Certification and Training Program.

 The Certification and Training Program is responsible for conducting county election procedural reviews and providing training opportunities to ensure consistent and current election procedures throughout the state. In addition to these primary directives, Libby specializes in supporting the Washington Election Information system (WEI), maintaining the list of state officials and organizing candidate filing.  She also assist in updating online elections information.
